cheating

dear sir, please advise me one of my governmentlecturer being he is departnment head when he purchase any material in the name of college, he simply files a false bill of purchase and claims the said bill from college. but the real material he was supposed to purchase never do so? it shows he enjoys the material/cash amounts of false claimed bill. if so what serious criminal action can be taken against him?

This is an offence under the Indian Penal Code. It seems others are involved in conspiracy. Any one under the code can file a complaint with the local police station. If he is not bringing in the material then not only one from accounts but from stores are also involved.

as you say he is government servant he will be liable to be prosecuted under the provisions of Prevention of corruption law;indian penal code for cheating(sec.420),misappropriation of property(sec.406)amongst a host of other offences.all you have to do is give a complaint to the concerned police station and off course to the higher authorities and the vigilance department.
