Legal Question in Criminal Law in India

I have a cheque dishonoured on technical reqasons i.e the issuer is intentionally rewrite the surname with diferent ink the name of the drawee. I have informed the person in writing, but no response, what should be done to register a case of cheating, and which place it should be filed? The place of the bank, where the cheque was dishonoured or the place where the cheque was handed? actually the issuer lives in tamilnadu and i am in andhra pradesh, so is it posible to file a case against him at my place? please advice.
