if the police had already registered suicidal case at the relavent time and didnot filed any final report before the concerned court then it can be reopened, if they think fit and proper to reinvestigate the said matter with the permission of the concerned court.

any case can be opened after 5 years if there is sufficient reason for such delay however burden of proving such facts i on person who claims special information to reopen the closed matter
