Termination of Service

I am a lecturer in a non-govt. affiliated college. My pay had been fixed by the state govt. and my salary comes from Department of Higher EDucation. My service book is maintained as per govt rules. My service had been confirmed from 1999. After that in 1999 I applied for 1 year w/o pay leave for higher studies in my subject. The college authority never responed me their decision despite my reminder in Aug, 2000. I left India in 2000 Nov. informing my college and not resigning the post. Now, my question is can I again join the college this year?
