Adoption of my sisters kid after mutual consent divorce

My friend(female) got divorced 3 years ago from her husband. It was mutual consent with full rights of their kid to my friend. The father has not claimed any visiting rights and there was no alimony or no child maintainance. Now I want to adopt my friends kid. Do we require fathers consent if mother has the sole custody of the kid.
