my mother owns property and she intends to gift to we two brother. whether my sister is also entitled?

If the property is her self-acquired, she is free to make a gift or will depriving any other legal heir from inheritance.

your sister is not ENTITLED in law to put any restriction over her mother's right to make a gift.
