Legal Question in Immigration Law in India

hi sir! good morning!

my name is nilesh patel. i am from gandhinagar, gujarat, india.

i am having some confusion regarding my uncle's immigration viza case.

my aunty is having a brother who is a citizen there in US.

he had put an immigration viza file for my aunty back in 2002. we are expecting that file to open in next 10 to 12 months.

my aunty is having a son and a daughter. both are unmarried.

my aunty's son is 18 years old and her daughter just completed 21 years on 5 december 2009.

we know that along with my aunty, both my uncle and her son will get viza.

but i am having confusion about her daughter.

we know that at present according to the rule, as my aunty's daughter is above 21, she wont get immigration viza along with my aunty.

however we are hearing that from januray 2010, that rule is changing and the age limit is increasing from 21 years to 26 years. so according to the new rule, my aunty's daughter would get viza.

so i would like to ask you that is this information correct? if yes then kindly tell, by when this rule will be applicable?

and if no, then please tell is there any other way by which my aunty's daughter can go along with my aunty and her family!
