how can my mother be appointed as legal guardian in order to execute lease deeds in respect of properties owned by my father and operate his bank accounts since my father has gone completely mentally unstable. my father is 89 years of age

You have to move to the court for an order to this effect in favour of your mother.

liabilities of husband and wife are joint thats why

she wuld be the owner of your dad's account and properties due to your dad's incapacity

for this effect u have to move to court.
