Rigistrar of societies

An association of owners of apartments in multistoried buildings write up by-laws to govern the activities in the premises and pass it in general body meeting. As and when passed it was sent to the registrar of societies. The registrar simply files it and do not take any legal opinion on the contents of passed matters nor he had framed any guidelines for the association. Invariably in GB meetings the matters are not passed unanimously and are on majority view. If an aggrieved owner takes up with the registrar of societies any matter has the registrar empowered to sit over it as a judicial authority and pass orders binding the parties involved? Or approaching a civil court is the only remedy

Make an appeal before the higher authority than the Registrar.
