irregularities in tender by mp state industrial corporation

in close tender of corporation we are highest bidder

now they say it doesn't hold minimum value(offset value) so can't be accepted butthis is never declared in thier advertisemet in news paper. still when tender formalities are in force they are negotiating with the parties which are never been a formal part of the tender and disclosing our prices to them which violates the method of closed tenders . i came to know that some where in 1998-2000 supreme court has given decision in bidders favor in a case where in advertisement offset price was absent.please help
