development agreement

once the development agreement is execuated in favour of developer.Can developer have right to sell the part/entire plot to the third party with out the consent of the owner? i agree developer can sell the flats,garage,rowhouses to others only after the consideration agreed by the developer for the owner is fulfill.but can he conveyance the plot without constructing any building on the said plot to the third party without the consent of the owner?

dear sir,

the query is incomplete and vague.nevertheless,the parties are bound by the terms of development agreement hence the terms of agreement is to be seen and if the agreement does not permit the sale then developer does not have any right to sell the plot.
