Is there any general rule/law on allotment of parking slot in stilt floor in apartment?

My builder has irregularly, not in the order of numbering the flats, allotted the parking space to the buyers as per his personal interest?

Is it his proragative right to mark the the slot to various buyers of flat?

There would not be any other way . It might be biased for some.
