Legal Question in Real Estate Law in India

How legal is allotment letter given by builder for a transfer of property. Provided that it neither on stamp paper nor on letter head of builder.

I have purchaged a flat for 23.7 L. Allotment letter signed on 5/10/12 stating that full amount shall be paid by me on or before 25/10/12. I applied for a 15 L loan from SBI with the help of this letter, which was senctioned on 1/11/12 and cheque given on 10/11/12. Now the builder asking for 24% interest for 15 L for 14 days.
