Legal Question in Real Estate Law in India

can a person who lives outside delhi and does not have any residential adress of delhi become a member of group housing cooperative society in delhi. can the society change the catagory of the member if he stand default in payments i.e from mig category to lig catagory.,and if such thing happens then what is the rescue with the defaulter member can he go to court and if yes in which section he will find the relief . please advice.
