Legal Question in Traffic Law in India

Dear Sir,

I bought T-permit car in ICICI Bank's online auction conducted by Carwale.com.

Below mentioned are documents provided by ICICI Bank-

Form 26, 28, 29. 30, 35

NOC to cancel hypothetication

NOC to issue Duplicate RC

NOC for insurance

Letter to release vehicle from Carwale's Warehouse

With all these documents, when I reach Andheri RTO office (Car No. is MH02 xxxxx), concern RTO officer decline to accept application to convert ownership of car.

He mentioned clearly that old owner need to present personally for this process.

While when I reach old owner's home, his parents informed that this guy is absconding & even they are not able to reach him for last 8 months.

So anybody help to understand legal procedure to get it done (in case old owner is absconding or not ready to come in RTO office)?
