Handicap car towed from handicap space

I have a handicap placard displayed in my windshield and was towed from a handicap space at a friend's apt complex. The lot is permit only with visitor's parking over 100 yards away. Is it lawful for me to utilize a handicap parking space in this instance?

Under certain circumstances, the Fair Housing Act requires that if an apartment complex provides visitor parking, it also must provide accessible parking spaces for visitors.
