What is the penalty of a OWI in the state of Indiana? Does a prior conviction 21 years earlier count?

As a misdemeanor, up to one year in jail, fine up to $5,000, and license suspension from 90 days to 2 years. The prior conviction you mention doesn't affect the range of penalties, but may influence what the paricular judge in a particular county does within that range.
