Rental House - Security deposit recovery dispute

Can a landlord not only withhold a security deposit in its entirety, but then ask for more money as well to compensate for damages to the property that they deem is excessive the the dollar amount of the security deposit? Also, this particular property was sold to a new owner (the reason for us having to re-locate from the property) and the conditions of the property (said damages) were in existance at the point of sale to the new owner. The new owner is disputing the refund of the security deposit. Is this legal? Can they charge an additional dollar as well?
