my mother has a small lot next to hers that she has maintained for 45+ years she had purchased it several years ago on contract but quit making payments when my father passed away due to finances. now the land owner has passed and donated it to the church in which they are selling it. Can she be reimbersed for the maintence and upkeep for asll those years or own it outright?

It may be possible that she still has a legal interest in the property because of the contract payments she made and/or because of her maintenance of the property after the point that her payments stopped. We would need to see the sale contract and would need to gain a better understanding of the chronology (and extent) of the upkeep before commenting further.
