Do I have the right to represent my self and to file

all forms to settle my fathers estate as long as my 3 sisters agree?

Yes. Be sure that all forms are prepared in the manner expected by the Court, that all consents are given in writing and filed with the Court and that you complete any necessary inheritance tax return, income tax return and estate tax return if required or that you have filed a petition with the court supporting your decision not to do the same. There is no requirement that an attorney be hired to represent you.
