Legal Question in Banking Law in Iowa

My son and his ex-wife have 3 children. the children each have bank accounts with both parents names on. The mother has several bad checks. The bank has put a hold on the childrens accts. and said will use their money to pay checks if she doesn't take care of her acct. Neither the children or their father can access the childrens accts. She has made numerous promises to bank to make good on her debt she continuously ignores the problem. Can the bank legally take the childrens money to pay her debts?

It depends on who has control of the accounts and that tracks back to what was agreed to at the time the accounts were set up.
