Legal Question in Business Law in Iowa

I gave my sister my credit card to use once at an Iowa city gym and they enrolled her on a monthly membership that she was not aware of and so they took 200 dollars a month from my credit card without my permition. I did not realize they were taking money because I don�t use that card, until almost a year later.
What is the law on that? From my understanding if a company is going to take more then 50 dollars form some one they should match the card with the ID before enrolling some one in a plan with our there signature. She only went to that gym once and they wont return the money. What should I do? thanks
