Legal Question in Personal Injury in Iowa

My aunt lives in a town and they recently painted the water tower. The city painted it. Paint got all over my aunts car, the City refused to cover the damages and my ended up paying the deductible to fix it, is there anything she can do?

Sue the city for damage, or the contractor who painted the water tower.
