Legal Question in Real Estate Law in Iowa

I am attempting to find out if my town-home association should be paying for something to be fixed that is outside of our home and in the "commons" area

the language in the bi-laws is very unclear

Without reviewing the bylaws, it would be difficult to suggest a course of action. You may want to take your bylaws to a real estate attorney in your area to assist you.
