Legal Question in Traffic Law in Iowa

I got a camera speeding citation in the mail by the city of Cedar Rapids, Iowa. My boyfriend was driving my car and we were also pulled over by a police officer on the same road where the photo's were taken at. I also received the letter 2 days before the citation was due. My question is do I have a valid defense sense the police officer let us go without a ticket because he understood our situation? In the letter one of the things listed under valid defenses is " The operator of the vehicle in question was issued a a uniform traffic citation from a police officer at the scene for the violation in question pursuant to Cedar Rapids Code Chapter 61 or Iowa code Chapter 321."

I disagree. A citation for a moving offense is different than an automated traffic camera citation in that a traffic camera citation is a civil liability laid on the owner of the vehicle rather than a criminal action such as a ticket for a moving violation.
