The National Statistics Office of the Philippines will not accept your divorce papers and the fact that you are divorced will not be a ground to cancel any registration of a valid marriage on record with the NSO. The proper remedy in your case would be the filing of a Petition for Recognition of the Divorce judgment with Philippine courts. This will pave the way for the cancellation of your marriage records on file with the NSO.

You have to have the docs authenticated first and then go to the NCSO directly. They have a particular department who takes care of documents such as that.
