Legal Question in Civil Rights Law in Kansas

my RV was towed and the bill was $1000.00 for 25 miles and the towing service will not let me have any of my personal property. i talked to the local sheriff and county attorney and the said i would have to work some deal with the tow service. he said i could get nothing until bill was paid in full can he keep my belongings in the RV

It sounds like the tiw company is wrongfully withholding your belongings. You should consult directly with a civil practice attorney, in your area, to explore your options.
