How do I get my daughter out of state if my ex husband won't give me a letter stating she can leave but he doesn't live with her or reside in the state she does.

It sounds like you might need to file a Motion, in the County where she resides (or where the custody case sits), asking the Judge to condone the move, and/or amend the Custody Order. Start with the attorney that represented you in the custody cade. If there aren't available, seek new counsel in your area.
