Re: sentence guidlines

KRS 186A.215 is a statute which prescribes procedures for transfer of vehicle ownership. No specific penalty is prescribed for a violation.KRS 186A.990 fixes penalties. If a misdemeanor, it is a Class A. If jury trial is held, jury fixes punishment. No pre-sentence report is required unless it is felony. Without benefit of review of case file questions posed are not susceptible of easy answer.
