i am 26, and have a 17yo autistic brother in custody of ky dcbs. How would I go about getting custody ?

You need to do two things simultaneously: 1) Contact DCBS and make them aware that you want custody, and 2) File a motion to intervene in the court case and make the judge aware you want this.

You need to do both, because the Cabinet often has much more stringent requirements to meet before they will consider a relative placement due to their policies. The judge only has to think about "best interest". Also, the Cabinet can move rather slow sometimes.
