Legal Question in Family Law in Kentucky

Not The Biological Father

I have a friend who seriously dated a woman with a child for 3 years. Her daughter was only 3 months old when they got together. now she is almost four and the mother refuses to let my friend see her. even though he is the only daddy this child has ever known.my friend supported her and her child mentally and financially for 3 years and still tries to see her but the mother plain refuses.Does he have any rights at all since he is not the biological father? The real father is no where to be found.
