child custody

My sister's child lives with her and her fiance. I feel she is being raised in a neglectful situation and would be better off with me. Do I have any legal recourse?

You have two options. First, call the Cabinet for Health & Family Services and report the neglect.

Second, depending on what county you are in, you could file a petition with district or family court under Chapters 610 and 620 regarding the neglect. Some counties, such as Fayette, only accept such a petition from the Cabinet.
