Legal Question in Family Law in Kentucky

I am living in the state of Kentucky and I have been married for 7 years. My son's biological father and I were never married and has refused to pay child support for going on 2 years now and is hiding from the law because of his owed child support. My son would like for his step-father to adopt him. We are fairly sertain that his biological father will not voluntarily give up his rights. My son is now 9 and has not had visitation with his biological father for over a year. His biological father has done this disapearing/nonesupport act before about 3 years ago. What are my opptions on this so that my son can be addopted by his step-father?

You can try a contested adoption without his consent. This is fairly technical and you need an attorney involved and should consult same prior to proceeding.
