in the state of Kentucky is it illegal to buy condoms and give to a minor?

No, but the minor can buy his/her own condoms. Minors are often prescribed birth control pills and other contraceptives as well. Safe sex is a very good thing for minors to practice, and should be encouraged, if they cannot be convinced to abstain until adulthood.
