Legal Question in Investment Law in Kentucky

I recieved a letter in the mail stating theonly thing that you need in a money making letter is to say add me to your mailing list to make it a legitament item/service you recieve for cash. I am considering doing it. But I need to know if it is legal? It states to referr to title 18, section 1302 and 1342 of the U.S. Postal and Lottery laws. If that helps any. Please get back with me asap.
