Legal Question in Disability Law in Louisiana

Hi

I am studying some fundamental courses about Law. However, I got confusing one problem. Please kindly help me figure out.

Why is a successful plaintiff in most lawsuits unable to collect attorney's from the defendant, while a successful plaintiff suing under the Disabilities Act 1964 can?

I appreciate any assistance from you.

Attorney's fees are only allowable if a specific statute or a contract between the parties grants them. There are several instances where a statute grants attorney's fees, such as 1983 civil rights cases, open account collections, etc. Unless a statute or contract grants attorney's fees, they are not recoverable.
