Legal Question in Construction Law in Louisiana

I purchased an new construction home in 2007. Recently I started to notice water on the floor in my office. I thought it might be common from around my window which is stuccoed. I had a stucco contractor come out to look and they said the stucco was done improperly and the plywood behind the stucco is rotten along with some beams. He showed me the damage. My builder and the original stucco guys don't want to repair or pay for fix. Should I sue and who do I sue, the builder or stucco contractor? I don't think I should have to pay 4,600 dollars to repair damage to a 3 year old home because of faulty work.
