Criminal charges in a certain County

I have a friend that is worried about his or her past coming back to haunt them, this certain thing happened 2 years ago, can you help? If a crime was committed in a certain County or Parish, where would the suspect be prosecuted? Would the chain store in that Parish or County prosecute or the main office which is in another Parish or County prosecute?

And what is the statue of limitations on misdomenors in Louisiana. Less than $100 value!

Remember no charges have ever been filed or anything of the sort on this matter.

The case would be prosecuted in the Parish where the crime occured. The prescriptive period is 2 years for a misdemeanor theft under $300 as long as the period is not interrupted by something like them not being able to find your friend.
