Is it illegal in the state of Louisiana to date someone under the age of 18 if you are over the age of 18

First, by dating you obviously are asking about sexual activity. After all pizza & a root beer is legal at any age.
In Louisiana, sexual activity with a person under 17 is illegal unless there is consent and both persons' ages are within 2 years (730 days) of each other.
