Legal Question in Discrimination Law in Louisiana

What rights do LaSalle Parish Sheriff's Office and Louisiana State Police have to run 20 feet from a motorcycle's rear tire at night with bright lights on and follow you everywhere you turn? ( It's very intimidating and dangerous. ) Thy've pulled people over on bikes before for no reason. What defines police harrassment? Is this discrimination? If it is wrong, how do we report this? Who do we call? What are the laws concerning filming the police in their so called line of duty?

Thank You for your help.

If you believe that a police officer was driving recklessly (and tailgating certainly is), you can report it to the Sheriff's public integrity division (it may have a different but similar name), which is the division in charge of taking public complaints against police officers. Contrary to what many think, they take those charges seriously and they are fully investigated. They are also kept confidential and many steps are taken to ensure that no retaliation occurs.
