Legal Question in Education Law in Louisiana

It appears that my entire letter to the Louisiana Attorney General regarding my student loan was stolen out of the mail. I sent it by registered mail, but my return receipt went missing out of an Enterprise rental. I suspect they did this by showing a fake court court order wtih a judges foreged signature to get this recipet out of the car. I have a photograph of the letter in the post office when I sent it,

It is the University of Louisiana who stole my letter and the people in the River Ranch. The University knew I was going to make another complaint about them regarding that student loan. They have done everything to stop me from getting the same type of education, they messed up documents in my financial aid, and they are getting dance studio owners to present me as someone who will never be employable.

My registered letter was stolen out of the registere mail. I sent it on August 13, 2009.

As far as I know right now, my green return receipt that I paid extra for with that registered letter is not in the mail. I sent it off on Thursday August 13, 2009-it should have been there that Friday. At very least that Monday. I had to respond by the 15th.
