In the state of Louisiana if my father relinquished his rights to my half brother and my half brother was adopted by his step father, does my half brother share in his estate when he passes away?

Yes, he still does, regardless of the adoption. This is true to the extent that your father passes away intestate (without a will or other testamentary instrument). If your father leaves a will, and he has no forced heirs, then he can give his estate to whomever he pleases.

He does share equally with all his father's children unless there is a will and your half brother is over 23 years old, is sane, and his father excludes him from the will.
