Legal Question in Landlord & Tenant Law in Louisiana

Hi Have been having problems with my ac unit not getting cold.So my landlord came out the first time and add feon.Well that didn't work so he came back out and clean coils and add more feon, that still didn't work so we noticed that the unit outside wasn't dripping water and ac still wasn't getting cold.Finally he got working right but now here's the next problem the ac will not shut off and on once it has gotten to the desire temp.So he decided that maybe the thermostat was bad so he changed that out. After that it still does not work.It will not shut on and off unless I manual get up and do it.I'm concerned about my entergy bill now the ac is on nostop 24 hours 7days a week.The weather is really hot and it's very fews days you can go without the ac on.My landlord will not return any of my calls and he still haven't came to see what is going on.What are my rights? what should I do keep paying my rent and suffer when the bill come or what .I have been here 5 years and I don't want to move.I just want the unit fix.
