Legal Question in Real Estate Law in Louisiana

We are trying to get a loan modification and went through our mortgage company. They told us to send a check in for our normal mortgage amount and we were also to remit W-2's, paystubs, and a hardship letter. We sent in the payment, but had not yet sent in the other documents. They returned the check to us indicating we had not completed their request. We called them and they indicated that we were not eligible as their full request was not completed. I have heard that when a payment is returned that the remaining payments can be considered payed in full. Is this true?
