Legal Question in Traffic Law in Louisiana

We live on a dead-end street with four houses. The house at the end of the street has a gate across the street to their property and they continuously park in front of the gate in the street. They have two dogs (pit bull and rotweiller) and do not want to open the gate because they are afraid the dogs will get out and it is a neusance for them to put the dogs up. We live next door to them. With them parking in the street, we have trouble getting in/out of our driveway. We either have to back out of the driveway down to the intersection (about two hundred feet), or back from the intersection to our driveway to get into our yard. Are they legally parked and what can be done about this without causing any hurt feelings?

It is not legal to gate off a public street, even if yours is the only home on the street. It is also not legal to park in the street. If they will not comply, call the police.
