Legal Question in Wills and Trusts in Louisiana

My three siblings and myself gave my mother usrfruct after my father died. My Mother gave my oldest sister poa over all her financial affairs. Can she pass poa on to my sister with her only able to use our share.

She can revoke the original POA and execute a new one, with different conditions.
