Legal Question in Civil Rights Law in Maryland
can someone take my picture off facebook and post it on twitter with a comment "this hoe needs a stylist bad making my eyes hurt" without my permission or knowledge?

My advice would be to report it to Facebook and Twitter. Both the act of hijacking your facebook photo and the language may be enough to get them kicked off the sites.
