utilities accounts

Is it legal for my landlord to give my private information to a utility provider in order to set up an account on my behalf without my prior knowledge?

Unless you have some very unusual agreement or clause in your lease that gives the landlord this right, then he should not be giving out your private financial information, and certainly not creating an account for you. Tell him to close the account immediately and to contact all credit reporting agencies to make sure the account does not show up on your credit reports. Also tell the utility company in a written letter that the account is not and never was yours.
