Can I Take an Abandoned Vehicle

I wasn't sure which category to put this in...

A neighbor of mine left his house abruptly a month or so ago, during the night. The house has no furnature in it, and the owners of the house (he was renting it) are now selling it. He left a car in the driveway, and he hasn't come back ever. Since he clearly doesn't want the vehicle anymore, could I take it? What if I had the property owner's permission?

By the way, some think he may have been a drug dealer, or involved in some type of crime, which would explain his mysterious disappearance.

If he signs the back of the title you can present it for re-titling before the MVA.
