Does a father have rights to his children after serving nine months on a felony charge out on parole and mother took children to Florida to get away from abusive father , the person who got out of prison. Can he get his kids from her in Florida.

If there is no custody order and no restriction on contact with the children in the parole order, then both parents have equal rights to the children.

The previous answer is correct. If the mother believes the father is a danger, she should seek assistance from child protective services or the courts. Indeed, if the mother attempts to keep the children away from the father, he may seek court intervention and petition for visitation. At that point, the mother should have evidence of the father's abuse and criminal history.
